The MMS will collect the information to obtain knowledge of equipment, procedures, and circumstances involved in OCS incidents. The MMS will use the information to identify OCS incident causes and trends in order to improve safety on the OCS through regulation, performance standards, research, and cooperative initiatives with industry. The MMS uses the information to determine that crane operations are safe and that crane operators and rigger personnel meet the physical qualifications and have completed appropriate training. Respondents are Outer Continental Shelf Federal and 1 State oil and gas or sulphur lessees.

This submission requests an adjustment change.As of 12/1/2008, the final rule for 30 CFR 250 became effective (73 FR 64541,10/30/08).The rule collection (1010-0168, expir-ation 10/31/11) consists of burden hours relating to 30 CFR 250 subparts A, I, and J (50,287 total hours).The MMS is consolidating the burden hours (500) for 30 CFR 250, subpart A, into the primary collection for subpart A, OMB Control Number 1010-0114 (ex-piration 11/30/10).The remaining 49,787 hours are being consolidated into their respec-tive subparts, subpart I, 1010-0149 (expiration 6/30/11) and J, 1010-0050 (expiration 3/31/09).After OMB approves the consolidations, MMS will discontinue 1010-0168.
